Most of the time tech entrepreneurs build apps and try to sell to police, public hospital, government trains, municipalities.
You can't just go to any government entity, pitch your app, and the next day or month they buy your app
Common ways Government entities use to buy products or services are:
1. Tender a very lengthy process from internal and external ( employees need to draft proposal, approved by managers, who will check with finance team if budget available when the budget is available, the internal committee for that tender need to be established, publish a tender, request for proposal, tender briefing, etc,)
2. Request for Quotations( 3 quotations usually cheapest one win) from the supplier's database. You must be registered in the supplier database so the departments within government entities can find your company and send requests for quotation.
