Ms. Nylander is a Risk Advisor in USAID’s Government to Government Risk Management Team in the Office of the Chief Financial Officer (M/CFO), providing technical advice and policy guidance on projects with national, sub-national and sector-level impact related to sustainability and country ownership and monitoring critical risks at the Agency level. Prior to her tenure at USAID, Ms. Nylander assumed senior community engagement roles at the Federal Deposit Insurance Corporation (FDIC) and program and policy development at the Community Oriented Policing Service (COPS) at the US Department of Justice. Ms. Nylander is the former Director of Partnerships and Resource Development at the National Association of Consumer Advocates – the nation’s leading consumer advocacy organization. In this capacity, she oversaw the Institute for Foreclosure Legal Assistance, $15 million dollar foreclosure defense project which provided legal representation to families facing foreclosure due to abusive subprime mortgages. Ms Nylander is the former Commissioner of the DC Mayor's Office on African Affairs and is a founding board Member of Trade plus Impact, a global platform supporting African female entrepreneurs in the craft and natural cosmetic sectors. She gained her Bachelors of Law at the University of London, and has a Masters in International and Comparative Law from the George Washington University Law School and is a 2018 Fellow of the International Career Advancement Program sponsored by the Josef Korbel School of International Studies at the University of Denver and the Aspen Institute.

Sana holds an MBA from University of Durham Business School in England, and also holds United Kingdom professional accounting qualifications in which he was awarded a distinction with order of merit. In addition, he has attended numerous professional training courses, including with the World Bank, African Development Bank, Crown Agents (UK), the PEFA secretariat (Washington), Setym International (Canada). He is perfectly bilingual in English and French and works extensively in Africa as an international consultant and lead specialist in Results-Based Management and public-sector reforms. He possesses over 25 years of unparalleled experience, with the last 13 years spent advising governments and senior public officials in the following countries: The Gambia, Ghana, Benin, Burkina Faso, Burundi, Canada, Republic of Congo (Brazzaville), Democratic Republic of Congo (DRC), Ivory Coast, Kenya, Madagascar, Mali, Kingdom of Morocco, Namibia, Niger, Nigeria, Senegal, Sierra Leone, Tanzania, Togo and the United Kingdom (UK). His areas of specialization in Results-Based Management (RBM) include: (1) policy, program and project analysis and development (2) strategic and operational planning (3) monitoring and evaluation (4) public financial management (5) procurement reform implementation and (6) institutional capacity building. Following a progressive career in The Gambian public service, from senior management to serving in the boardrooms of several public institutions, Sana joined the IDEA International Institute (www.idea-international.org) in 2007 as the Director of the Africa Regional Center based in Dakar, Senegal. As part of the Masters Certificate program in results-based management (partnership between the university of Laval (Canada) and the Institute for Development in Economics and Administration International (Canada), Sana led the delivery of modules related to public finance and risk management strategies. In 2014, to capitalize on his international experience in institutional reforms and capacity building, Sana founded an international consulting firm and training institute to assist governments and other public institutions in the implementation of Results-Based Management methodologies. The firm has registered significant success in the sub-region. Sana was recently appointed as a member of the Board of Directors of The Gambia Public Utilities Regulatory Authority (PURA) for the 2019-2021 period.
