1988’de Çorlu – Tekirdağ’da dünyaya gelen Olcay Silahlı 2001’de girdiği Kuleli Askeri Lisesi’nin ardından 2005’te Kara Harp Okulu’na devam etti. Silahlı, okul üçüncüsü olduğu Harbiye’den ayrılarak İstanbul Teknik Üniversitesi (İTÜ) İşletme Mühendisliğine devam etti. Bu okulu ise üç yılda bitirerek 2011’de iş hayatına atıldı. Deloitte Consulting’te İş Analisti, Unilever’de Marka Yöneticisi ve Akbank’ta Think Tank Koordinatörü gibi pozisyonlarda çalışan Olcay Silahlı, 2017’de, ortağı Arda Eren ile beraber, web tabanlı bir B2B atık yönetim platformu olan Fazla Gıda’yı kurdu.
